Liz Fletcher

Liz Fletcher is a commercial lawyer with specific experience in advising clients on technology and commercial projects, outsourcing and public procurement. Liz focuses in particular on the housing and local/central government sectors, although she also has strong experience in working with NHS and private sectors.

Liz advises on a variety of commercial and technology agreements including outsourcing, software licensing, development, support and maintenance contracts, terms and conditions for the supply and purchase of goods and services, frameworks, SLA’s, website terms, R&D and revenue sharing agreements.

Experience

  • Advising a Central Government department on the exit from a Business Process Outsourcing Agreement and re-procurement of services through a disaggregated model. In addition to strategic advice and drafting of contract and procurement documentation, this included sitting within the Core Leadership Team for the project, engagement within the governance and Cabinet Office approval processes, reporting into senior stakeholders, Exco and Cabinet Office and managing engagement and coordination of third party advisors.
  • Advising a partnership of district councils on the management and renegotiation of their multi-million pound outsourced Corporate Services Contracts, including securing agreement to change scope and exclusivity around innovation and procurement projects and ongoing contract management advice and support in relation to operational issues in relation to various service functions, including IT, Revenues and Benefits, Licensing, Procurement, Finance and HR/Payroll.
  • Advising a local authority on contracts relating to its adult social care solution, including a GCloud framework award to a consultancy to support the future implementation of the solutions and a new contract arrangement to include a hosting solution, together with a strategic review of contract options resulting in the exit and insourcing of its development and regulator services.
  • Advising a regional fire and rescue services on a competitive procedure with negotiation to procure a replacement communications and command centre solution.
  • Advising a local authority on the development of a suite of ICT contracts to be used across the council for ICT procurements, including templates for SaaS and traditional hosted services.
  • Advising a housing association on the establishment and procurement of a framework arrangement for the call off for IT services and cloud website development and hosting services.
  • Advising a housing group on a multi-lot competitive dialogue procurement for a group wide property management software platform and the provision of commercial contract support and reviews.
  • Advising an NHS Trust on the procurement, through competitive dialogue, of an EPR solution to replace various legacy ICT solutions, together with a record management and scanning services solution and a pathology system.
  • Advising an NHS Foundation Trust on a collaboration agreement and commercialisation joint venture arrangements relating to the exploitation of the output from R&D projects and a number of medical devices.

Career history

Following qualification in 2006, Liz joined the Corporate Commercial team at Hugh James where she progressed to associate before moving to work in house in the Procurement and Projects team at Cardiff Council. Liz later re-joined the Commercial team at Hugh James, before joining Bevan Brittan in 2016 where she progressed from associate to senior associate before being promoted to partner in the Commercial Technology team. Liz re-joined Hugh James in February 2025 as a partner, taking up the role as the lead on Procurement within the Commercial team. Liz has 19 years PQE working on commercial and technology contracts and advising clients on navigating procurement processes.
