Supporting young people in Cardiff – The transformation of St Line House

We have joined forces with United Welsh, Tai Ffres and others in a project that is transforming the lives of young people in Cardiff by helping to tackle youth homelessness.

The historic Grade II listed St Line House, situated in Cardiff Bay’s Mount Stuart Square, has been carefully restored and converted into 17 apartments for young people aged 16–25.

This project, spearheaded by Tai Ffres – a youth housing service delivered by United Welsh and Llamau – provides affordable homes that offer much more than a roof over young people’s heads.

Our role in the project

As a trusted legal partner, we supported United Welsh in acquiring St Line House. Our expertise in property law ensured the smooth navigation of complex legal processes associated with purchasing and repurposing a heritage building in Wales’ capital city.

Thanks to the collaborative efforts of Hugh James, United Welsh, Savills, and Willow Property Group, St Line House, thought to date back to 1900, was successfully transitioned into safe, vibrant, and affordable housing for young people.

The impact

The 17 apartments at St Line House – comprising five two-bedroom flats, nine one-bedroom flats, and three studio apartments – are among the most affordable in Cardiff. All the units were occupied earlier this year, providing young people with stable, long-term housing in a prime location. This project is a lifeline for young people at risk of homelessness due to factors such as family breakdowns, financial hardship, and a lack of tailored housing services.

The Tai Ffres model, underpinned by Welsh Government’s Innovative Housing Fund and a low-interest capital loan, not only reduces costs compared to temporary homelessness accommodation but also provides holistic support, including financial guidance, skill-building, and community integration.
